Relations With Spain Trevade by the President Kewitt Vote
Washington October 27 negotiations continue between Spain and the United States over consumption duties on imports. Spain accepts temporarily the U S interpretation under the treaty and places all imports into the Spanish West Indies under the American flag in the third column of duties. The proclamation reimposing discriminatory duties under the Spanish flag has been withdrawn. A temporary arrangement aims to cover negotiations for a fuller treaty. The proclamation suspends foreign discriminating duties of tonnage and import within the United States for Spanish vessels and imports from Cuba Porto Rico or any foreign country until reciprocal treatment is secured for U S citizens and property in those islands.
