Emperor William and Empress Victoria Augusta arrived at Genoa from Monza. They toured the German ironclad Kaiser and the Italia, met King Humbert, and accepted a diamond tiara as a wedding gift for Princess Sophie. The Hohenzollern yacht may sail after weather improves.
Klaiber the man who tried to shoot Prince William of Wurtemburg during a Ludwigsburg church drive was examined by physicians and declared sane. He belongs to an anarchist society whose members are pledged to kill princes. The group recently drew lots to decide the target and Klaiber was chosen.
London Oct 21. A long conference at the Foreign Office today involving Mr W H Smith Mr Goschen and Mr Balfour with Lord Salisbury. They discussed recent Conservative election defeats and the projected Irish land policy.
A London firm forms to erect a 1250 foot tower using the Eiffel plan. A prize of 500 pounds awaits the best design and 250 pounds for the second best. The competition is open to entrants worldwide.
The Herald reports three proposed reforms for the French Chamber to stabilize parliamentary government. Strengthen disciplinary penalties, restrict interpellations via committee review, and form permanent committees to examine all bills, with disciplinary measures likeliest to pass.
Ottawa Oct. 21 R R Dobell of Quebec promoter says Canada Atlantic Cable Company will begin work next year with 1 6 million capital and 1 5 million from a London manufacturer to lay a 1900 mile line from near Clew Bay Ireland to Greenly Island Straits of Belle Isle. The line will sit 150 miles north of other cables to reduce repair disruption and iceberg risks.
In Norristown Penn Oct 21 all businesses banks and factories were closed in honor of the late general. Funeral services were held at 9 30 a m at the family home with only family present. The casket rode a gun carriage to the courthouse and was viewed by about 20000 people. At 3 pm funeral services at the cemetery were conducted by Grand Army and Masons as the body was interred.
New York report announces General B F Butler elected president of the San Miguel Gold Placers Company of Colorado. The firm is described as the largest placer mine operation in the region.
Washington news reports Congressman Roger Q. Mills arriving for the winter and insisting the tariff remains the top issue until a proper revision benefiting the people is enacted. He predicts Senate-like features may pass but urges further steps toward lower duties. Evansville Indiana reports a potential broader walkout as IL and M switchmen block the transfer track at 4 PM and threaten to shut down through traffic. Mackey system switchmen may join tomorrow, risking stoppage of through trains across Louisville and Nashville routes at St Louis Memphis Nashville and Birmingham.

Frank J. Bowman a prominent St Louis lawyer with Chicago ties was shot dead by B M Chambers at Chambers home in Ferguson Missouri. Bowman who had interests in the Times newspaper and AP franchise had come with Deputy Sheriff Garrett to levy on Bowman's life interest in Chambers’s wife’s estate. Chambers waited at the gate and fired a shotgun blast into Bowman's breast. Bowman was famed in St Louis law circles and had recently moved to New York.
Washington report details a board inquiry into the Pension Office ordered by Secretary Noble. Covering December 1888 and January to July 1889, it records 1490 reratings with monthly increases and criticizes the basis for reratings as often mere differences of opinion rather than manifest injustice. The document condemns special handling orders and 48 hour final action practices.
Superintendent Todd of the Northern Railroad reports findings from a Kan roads investigation into last week's crashes at Andover Plains and West Canaan. The Andover Plains incident stemmed from a brakeman not signaling from a sufficient distance. at West Canaan the engineer of the forward locomotive was blamed for failing to keep a proper lookout.

In Northhampton on October 21 Professor R H Mather of Amherst College was treated for bowel obstruction. A second medical consultation led to an operation performed successfully this morning. Surgeons from Massachusetts General Hospital and Harvard joined Amherst doctors in the risked procedure. Doctors express some hope for recovery, though he remains in grave danger.
Pitrspurg Penn Oct 21 The scarcity of railroad cars raises coke prices as furnace men in the Ohio valley bid $2 per ton and cannot obtain enough supply. Three months earlier the price stood at $1. When coke sits in yards it costs operators $250 per car for extra handling. H Frick, controlling two thirds of output, says 20 000 to 40 000 tons are stocked in yards that could fetch good prices if cars were available.
The Hon. Isaac C. Lewis deeded his new 75 000 dollar Meriden block to the City Mission charity. The trustees of all denominations will manage the property, with the sole condition that the block be unencumbered. The two year project includes stores and offices to fund the mission.
