Lieutenant-Commander Albert C. Read plans a six o'clock start for Lisbon to complete the cross Atlantic flight. The NC-4 was refueled after overhaul at Ponta Delgada. The NC-1, commanded by Lieutenant-Commander Bellinger, sank near Corvo as heavy seas prevented salvage by the Fairfax. hull damage and water fill caused the wings to break and the aircraft to settle deep.
President Wilson proposes legislation for the extra session to return railroads to private ownership by year end. Republicans begin with investigations into expenditures of war boards as Congress prepares rapid action on the broad program. WASHINGTON May 20. The cabled message outlining the plan was read in both chambers and leaders arranged for immediate consideration of the vast agenda.
Herman L Barney escaped from Charles street jail by climbing two brick walls and leaping 30 feet to the street. Police say he is the confessed auto thief and the alleged killer of Boston Officer Charles F Deininger. He had not been recaptured by late last night.
Ponta Delgada May 20 AP says exceptionally bad weather grounded all three American navy seaplanes from Trepassey Newfoundland to Ponta Delgada delaying schedule. Commander John H. Towers cited unexpected weather as the sole reason for the failure to fly on time.
The commander of the NC-3 and his crew faced a brutal night after their plane was damaged on water landings. They endured 16 hours bucking the storm and 53 hours adrift without world contact, yet were refreshed after sleep restoration. Continued on Page 7 Third Column.
William D. McCracken a leading Christian Scientist and editorial director of the Christian Science Journal and Sentinel has resigned his offices. He cites disgust with church friction and the directors dictatorial attitude. Once president of the Mother Church he was Mrs Eddy's confidant and was named first reader of the new Mother Church in 1906 at its dedication.
May 20 report from Ponta Delgada says NC-1 sank at sea after fog during transatlantic flight. NC-3 badly damaged at moorings and being dismantled for shipment to New York. NC-4 at moorings in excellent condition and will proceed to Lisbon. all personnel in excellent condition with minor injuries on NC-1 crew.
Paris reports Baron Denys Cochin former blockade minister quits the Right Group after a Rightists meeting decided to send a note to M Clemenceau criticizing the peace treaty. In a Temps letter he calls the treaty generous to France and allies and says German crimes justify costly reparations.
Major recommendations urge early return to private ownership of railroads telegraphs and telephones repeal of wartime prohibition on beer and wines support for woman suffrage retaliatory tariffs protection of the dyestuff industry and labor measures. The President says to turn back the railroads by year end. Republican leaders say public utilities legislation is already planned.

Forecast calls for showers in Boston and southern New England Wednesday and likely Thursday. East New York and northern New England expect showers with cooler interior on Wednesday. Winds along the Atlantic coast shift from southeast to variable by Thursday with fresh to strong gusts. Storm warnings extend from Hatteras to Boston as the Ohio Valley disturbance moves eastward bringing rain to the central valleys and South and East into the lake region and middle Atlantic states.
A late report says Hawker and his navigator Grieve are unaccounted for off Ireland. No word from the many aircraft destroyers mine sweepers and light craft sweeping the seas due to fog and rain hampering the operation.
An official communique defends the government stance on the cross Atlantic flight by noting vast areas reduce the chances of locating Hawker and Grieve. It says air ministry favors caution over urging attempts and warns future pilots that patrolling 2000 miles of ocean is beyond resources.
The House passed to be engrossed a bill raising salary of members of the House and Senate from 1000 to 1500 dollars with the raise effective January 1, 1919. Few opposed. strongest pushback from Representative Lane of Boston.
