Senators Seek Provincial Pulp Import Limits
Senator Root urged reciprocity in a proposed U S Canada commercial pact and proposed amending the House bill to halt free entry of wood pulp and paper until all Canadian provinces are free of restrictions. Senator Lodge countered that one province's action could still leave Canada free to export, while the United States could not. The finance committee will review the amendment in executive session with supporting voices from James D Doyle of the University of North Dakota and Milton McRae of the Detroit Board of Commerce.

Auto Speed Limit Rules Are Invalid
A court discussion on speed limits says the key test is whether speed was reasonable and proper for public safety based on conditions at arrest. It cites 1910 Cassidy case and Supreme Court remarks that burden rests with the Commonwealth to prove unreasonableness given traffic, use of the way, and safety. Convictions depend on combined prima facie evidence and surrounding facts.
