Court of inquiry set over Cebu shooting by Captain McGowan

A court of inquiry in Washington is to meet May 21 with Admirals Rodgers Cotton and Terry to probe the shooting of a Filipino by Captain McGowan near the USS Monadenock in Cebu harbor on November 21, 1899 and his alleged failure to report to the Asiatic squadron commander.
