In a developing wartime stance officials outline rapid measures to coordinate with Allied leaders as Germany looms. Officials emphasize readiness for any emergency and stress close cooperation among United States and European allies to ensure swift response should hostilities escalate.
Passengers on a River street car in Cambridge were jolted when an explosion shattered a glass pane and tore up the floor. The motorman was hurled against the controller housing and injured his knee during the blast.
Washington March 23 Officials expect an emergency war plan as Congress nears a declaration of war on Germany. The cabinet discussed broad questions and ordered sweeping measures to mobilize the nation. Warship construction and rapid readiness are emphasized to meet looming needs.
A severe storm hit New Albany Indiana late today killing between 25 and 50 persons and injuring about 100 or more. The wreckage destroyed numerous residences and several industrial plants, with 25 bodies already recovered and many more expected as debris is cleared.
The residence section lighting failed and rescue work proceeded slowly. Bodies were taken to undertakers and reports indicated others moved to private homes.
Berlin notes in The Lokal Anzeiger condemn President Wilson and America’s submarine war policy. The paper asserts Germany seeks no further negotiations and warns that any German American war would rest entirely on Wilson and his government.
Allied dispatches report resumed counter attacks and stiff resistance along the front as German forces pause in France. British lines hold southeast of Arras while French advance between one and two miles in the St Quentin sector. Gains reported near the Oise valley above Tergnier and near Rheims area. Paris says Germans are flooding areas to slow advance.
A Cambridge Pearl Street streetcar explosion occurred at about 9 10 pm near the Church of the Blessed Sacrament. Five passengers besides Motorman J J Doyle and Conductor E B Potter were aboard. Doyle was injured but able to go home. Police ruled out a bomb and will send debris to the State Explosive Expert for examination.
Reports from The Hague relay private messages stating Emperor William is suffering a severe nervous breakdown. Exchange Telegraph dispatches note physicians have ordered him to undergo a cure at Homburg.
Two men arrested in Norton Virginia for spying on railroad bridges and terminals escaped from the county jail tonight by climbing through a scuttie in the roof. Officials say they are Germans.
Fragmentary item reports times for moonrise moonset and lighting of vehicles tonight. Mentions anniversaries and a British vessel named Paneutar from 1815. Includes note that a Channel steamer Sussex sank a year ago with over 50 lost.
Forecast for southern New England calls for rain Saturday with colder nights. Sunday should be fair. Winds will be fresh to high from the south to west. In northern New England rain Saturday and Sunday except eastern Maine may see rain or snow.

Captain Christopher reports arrival of survivors after a perilous voyage. He recalls a sudden concussion at 8 15 pm Wednesday when lights failed and he rushed from the cabin to stop the engines. He credits their lights with aiding escape during the stormy sea and rough breeze.
