London reports show British forces capturing forty villages along the Arras to Peronne corridor. French units press gains east of Ham and north of Soissons while German resistance stiffens at Nurth to Arras, but Allied advances continue.
Congress moves toward ratifying a declaration that Germany's actions against American vessels and citizens create a state of war. The measure would grant the president full authority to use all armed forces in action against Germany and authorize a large funding package to support the effort.
In Rockland Maine on March 21 a statement by Lt Porter UBN warns German subs are not far offshore and an attack on Maine seems unlikely. A mass meeting supported naval recruiting. about 70 patrol boats operate near the Penobscot river mouth. London reports persistent rumors of serious rioting in Berlin over food shortages. Despatches from Oldenzaal and Rotterdam indicate frontline regiments moving to Berlin to restore order. Five munition factories in Düsseldorf are said to have seen strikes in the past 48 hours protesting reduced rations. Bread and potato allowances face continued reduction as workers resume activities.
Walter L. Johnson, a Providence sportsman, is found guilty on two counts related to the death of Dorothy Hughes, a 13 year old once employed by him. The jury deliberated about three hours before returning verdicts of aiding a criminal operation and misconduct with a girl under 16. No sentence was set as lawyers seek a new trial. Separately, two Newton girls and a Weston coachman narrowly escaped death after being nearly struck by a Boston and Albany train while crossing a trestle bridge from Newton Lower Falls to Weston.

The ships would deliver relief to destitute Syrians and bring out 1000 or more American refugees. Officials fear the Beirut Americans remain stranded as diplomatic efforts have been pressed to the limit.
The United States has accorded de facto recognition to Russia’s provisional council of ministers through conversations by Ambassador Francis in Petrograd. Full recognition awaits demonstration of stability, State Department officials said.
Miss Loretta Walsh of this city becomes the first woman to enlist in the United States Navy under Secretary Daniels new policy admitting women. She is 22 and assigned as chief yeoman to open a recruiting station here.
