Emergency message planned for today summons new Congress to meet without delay. Cabinet unanimous, president ready to declare that German act sinking three American ships amounts to war against the United States. A state of war now exists.
President Wilson faces pressure from all cabinet members to call an immediate extra session to confront the war crisis. A $115,000,000 fund is slated for defense of American commerce as Cabinet advisors urge moving the April 16 session forward. The President has not yet publicly decided on the course, though consensus favors rapid action.
Two Reading girls were struck by an automobile last night. Gladys Killam, 18, of 15 Locust Street, suffered a fractured skull and severe injuries. Gladys Emery, 20, also of 15 Locust Street, had a fractured right leg and severe cuts and bruises to head and body. Both were admitted to Alger Hospital and their condition remained serious.
George Miller of Commonwealth Avenue Haverhill, owner and driver, surrendered to Reading police after taking injured girls to the hospital. The crash happened about 10 pm on North Main Street near Federal Street where no sidewalks existed. Miller said he was driving at a moderate speed when the girls halted and crossed suddenly as his headlights shone, causing him to strike them and fling them to the ground.
Duffy Lewis agreed to terms with the Red Sox after a lengthy meeting with club president Frazee in Hot Springs Arkansas. Frazee stated no concessions were made to the left fielder in the final contract.

Newton Newkirk writer of All Sorts column and Mrs Newkirk dined out last night leaving the maid away. Burglars ransacked 69 Crowninshield Road Brookline at 11 15 pm stealing about 150 in jewelry and 150 in cash. Similar theft occurred at Albert E Watts also on Crowninshield Road. Police notified and vigil expected.

British and French forces press the retreating Germans toward St. Quentin as they advance along the line of the Hindenburg position. French cavalry reach within four and a half miles of St. Quentin while the British are about 12 miles away. Fourteen villages are reported entered from Arras toward Ham, and the French occupy Tergnier near the Amiens Rheims rail route after crossing the St. Quentin Canal.
