Chicago March 20. W S Carter president of the Brotherhood of Locomotive Firemen and Enginemen said the settlement prospects with 27000 firemen and railroad managers via federal mediation are remote. He said four days of argument left no progress as railroads refuse to arbitrate on discipline and authority. He noted the strike vote remains valid and warned they can strike if no action. Commissioner Neill heard arguments and will continue tomorrow.
