Shortly before adjournment Senator Morgan of Alabama introduced a joint resolution declaring a state of public war exists in Cuba between Spain and the Cuban Republic and recognizing a state of belligerency between the two governments.
A heavy southwest gale blew overnight at Provincetown with near hurricane force. Dories and boats along the shore capsized and several ashore. Sloop Hersey D Taylor broke from moorings and ran aground at Knowles wharf, damaging mast bowsprit rail and stanchions. The schooner Gage H Phillips suffered no material harm. About thirty vessels rode out the storm with fishermen largely unscathed.
Michael J. Sexton of East Whitman fell from the Old Colony train near Mt. Vernon street Dorchester after attending a Maynard funeral. He was brought to City Hospital and is believed fatally hurt.
The Hon. Michael J. McEttrick grumbles after Mayor Quincy allegedly spurns his support and tells him to back off. Local observers note McEttrick’s renewed crying at Moran’s sick chamber and widespread laments in Ward 2 as the political rift deepens.

The new United States battleship Massachusetts completed builders' trials yesterday, marking a maiden test voyage as engineers assessed performance and handling ahead of formal commissioning.
Lewds Del March 20 The battleship Massachusetts leaves harbor for builders trial then runs between the Brown and the Capes to test steering before anchoring at Brown. Built at Cramp’s yard the ship mounts 13 inch, 8 inch and 6 inch guns with Harveyized steel armor and a complex inner bottom and water tight compartments. If it reaches 16 knots it could earn a 100000 dollar bonus. contract price 3020000 dollars. Keel laid 1891 launched 1893.
The Warren Avenue Baptist Church edges toward losing Rev. Robert Macdonald who has been asked to lead First Baptist Church in Fall River. He has a $4000 year salary with parsonage in Fall River and says he is drawn to the new call. Macdonald, Harvard graduate and Newton Theological Seminary alum, pastored in Methuen and Georgetown before coming to Boston five years ago, growing the church to over 700 active members due to his preaching and leadership.
After a four day trial in Northfield Vermont Justice E H Thayer held William Buzzell and Mrs George Marsh on charges of causing the death of George Marsh by arsenic poisoning. They were taken to Montpelier jail to await trial at the September term of the Washington County Court. Testimony showed a motive in the wife's affection for Buzzell and their criminal intimacy before Marsh's death.
State Department reports from John D. Hall the U S consul at San Juan Puerto Rico say a passenger aboard the South Cambria invented an alleged attempt on Hall by a Spanish soldier. Hall states there was no motive and believes the shooting was accidental.
Miss Annie Gray of Maverick street East Boston was struck by a locomotive on the Revere Beach Lynn railroad at Marginal street. She grabbed a beam, was dragged about twenty feet, then sprang up and walked home with only a lame back and bruises.
Havana dispatch notes a government launch bringing three rowboats used in a filibustering landing at Vavadero Beach. Troops and patriots clash after the landing. result uncertain. Reinforcements, eight train loads of troops and an ambulance train, move toward the columns pursuing the patriots. No news on Maceo's Pinar del Rio operations.
Final formalities completed in Paris for the release of John L. Waller once American consul in Madagascar who was sentenced to twenty years' imprisonment for conveying information to the Hovas about the French. Waller is now free.
Officers of Station 15 with Providence police recovered most of the property stolen from Frank Stevens of 48 Harvard street Charlestown on the 7th by Fredericks. The property is valued at $182.
Newton county officials announced last evening that Henry H. Seaver will run for city treasurer, a position left vacant by the death of John A. Kenrick.
A Cairo despatch to the Globe reports the Khalifa has proclaimed a holy war against Egypt and calls dervishes to enroll under a green banner. Osman Digna may leave Kassala to join forces near Dongola as British and Egyptian troops drill with machine guns noted.
In the British House of Commons G N Curzon cites Italian reports of a possible dervish attack on Kassala and its Egypt implications. John Morley moves to cut the foreign office vote, arguing for policy scrutiny amid LibDem cheers while Chamberlain and Labouchere urge decisive action to evacuate or defend Egypt. The Morley motion fails 288 to 145.
The Post reopens hearings on a 8 cent transfer system proposed for the West End Street Railway Company. Petitioners led by Rep. James Gallivan and Rep. Daniel Rourke press for free transfers across lines to end route price discrimination.
