Allied forces drive Germans back across a 100 mile front from Arras toward Soissons. British and French capture Peronne Nesle Chaulnes Noyon and 60 plus villages, with depths up to 13 miles. Berlin confirms large German retreat with few prisoners.
A convoy report states the tanker Illinois was torpedoed without warning by a submarine and bound for America. Crews from the vessel and escort ships were set adrift in boats, all with American officers aboard as Vigilancia heads east.
Eight year old Joseph Hansbury and his 13 year old brother John of Natick died after their rowboat tipped in the Charles River near Indian Rock while they checked muskrat traps. The overturned craft was found near shore as the brothers failed to return home.
A couple from New York and Springfield, Robert H. MacKenzie and Annie E. Bruce, married publicly in the Harvest Room of the Boston Tavern to avoid a license and clergy as the groom prepared to depart for Montreal to enlist. Diners witnessed the simple, sincere ceremony in Scotland’s style.

Concord March 18 The Boston and Maine reorganization plan outline goes to the Concord Montreal leased lines for stock. summary released tonight by President B A Kimball of the Concord and Montreal railroad. George F Morris of Lancaster drafted the leased lines proposals forming the present plan to be sent to New Hampshire stockholders and possibly to the state legislature if approved.
The drawn plan follows Charles S. Mellen and contemplates creating a new corporation named the Boston and Maine Railroad Company. It would acquire the Boston and Maine railroad property and also obtain, by purchase or consolidation, the lines leased to the Boston and Maine, including Fitchburg Railroad, Boston and Lowell Railroad, Connecticut River Railroad, Concord and Montreal Railroad, Lowell and Dover Railroad, Manchester and Lawrence Railroad, and Kennebunk and Kennebunkport Railroad, termed subsidiary companies.
At Charlestown State prison 150 inmates gathered in the rotunda for a 30 minute setting up drill. Under officer Duncan and eight former regulars, they moved in squads of 20 with long sticks as rifles. The scene showing gray uniforms among the inmates drew notice.
Petrograd dispatch reports the new government gaining stability as the army backs the regime. The Baltic fleet and key Baltic fortresses have declared for the new government, following a manifesto by Grand Duke Nicholas urging army loyalty.
March 18 report from Petrograd via London says the imperial children contracted measles as unrest swirled. Grand Duke Alexis, age 12 and once heir, survived a severe bout though his old foot wound flared with the illness. He contracted the disease from a comrade at the front.
New York March 19 With war looming the railroad strike was called off after a conference among President Wilsons mediators the railroad managers and the brotherhood chiefs The managers yielded to the Presidents demand that railroad service not be interrupted during this critical period.
Milukoff reports to Russian diplomats that Petrograd telegraphic agency has already informed them of recent events and the collapse of the former political regime in Russia. The message notes the regime's fall as a major turning point and directs attention to ongoing changes.
Accidental falls down stone stairways of subway entrances killed two men yesterday. Daniel Carney, 46, of Cambridge, and Peter Hughes, 42, of Belmont, died at Relief Hospital after the Saturday accidents. autopsies planned today.
The grand duke is attended by his mother and Dere venko as Grand Duchess Tatiana remains in serious condition with oxygen. News of troop disaffection reaches the Empress on February 27 as palace guards mobilize and armored cars stand outside. The Tsarskoe Selo garrison revolts and guards fire is avoided after the Empress tells the guard commander not to fire. Revolutionaries enter the palace and move toward the imperial family while the Empress pleads for no violence.
Paris reports President Poincare met with Senate President Antonin Dubost and Chamber of Deputies head Paul Deschanel about Briand’s resignation. Briand was re seen, Deschanel declined to quit, and Ribot was asked to form a ministry, awaiting Parliament’s input.
The eight hour day with pro rata overtime pay is awarded to railroad employees. They will receive present pay for 10 hours for eight hours worked under the agreement. The conference committee authorized mediators to arrange with railroad brotherhoods to call off the threatened strike. A letter from Elisha Lee confirms the authorization and pledge of no strike. Secretary Lane announced no strike and Brotherhood leaders telegrammed that the strike was off.
Three American steamships the City of Memphis Vigilancia and the tanker Illinois were sunk in British waters. At least 68 American crewmen were aboard and 22 sailors are missing. City of Memphis had 57 aboard including 48 Americans. Vigilancia carried 45 aboard including 21 Americans with a $750000 cargo. Illinois crew was landed safely.
Forecast calls for fair and seasonable temperatures in southern New England on Monday and Tuesday. Northwest to west winds. Northern New England expected to stay fair for Monday and Tuesday, with warmer conditions in Vermont.
Washington report notes the destruction of three unarmed American merchant ships by submarines and states unofficially that war exists between the United States and Germany. President Wilson has not decided whether armed neutrality will shift before Congress convenes on April 16.
The President considers summoning Congress to authorize aggressive actions against the submarine menace while ships are being armed. Some officials say the executive could declare war and act pending Congress, though this is not certain. Three ships were destroyed, two returning home. all were American built owned and crewed largely by Americans. Despatches suggest killings were due to gross disregard for crew safety.
