Governor Foss announced that his bid to cut state department costs has met with no cooperation from officials. He said after two weeks of review no facts emerged beyond department heads clinging to their initial estimates. The big financial probe is set to begin today to assess expenses and quality of state purchases.
The Governor says departments may operate on last year’s funds until the budget reaches the Legislature. Investigations will trigger new appropriations sent to the Legislature, delaying final settlements until late in the session. He signals planned reductions despite departmental opposition and hints that experts may supplant the proposed Finance Commission.
At Faneuil Hall a United Irish League rally mobilized 1000 supporters who pledged 2800 dollars to back the Nationalist party in the forthcoming English election. Speakers urged real home rule must wait until the House of Lords loses its veto.
Cash and donations totaling 2800 dollars were collected with many backers pledging additional support before a cablegram goes to Irish Parliamentary leader John Redmond. The item continues on page five, first column.
Reports from Attorney General Wickersham say pardons for Charles W. Morse, sentenced to 15 years in Atlanta, and John R. Walsh, five years in Leavenworth, for bank fund misuse, were prepared and forwarded to President Taft. Officials confirm clemency recommended. documents await Taft's signature amid travel.
Curtis Guild Sr long associated with the Boston Commercial Bulletin died at his home 26 Mt. Vernon street shortly after 10 pm. He was born January 13 1827 in Boston and had retired after a street accident in 1897. His family was at his side as he faded peacefully. Continued on page 4 third column.
Following the arrest of Robert S. Brown on forgery charges police report evidence that at least four Boston area trust companies held negotiable notes signed by Brown and endorsed by George O. Draper. The endorsements are said to be forged, with trust firms expected to replace the papers and incur no loss. Authorities suspect additional conspirators may be involved.
Upon arrest he appeared indifferent and told New York police he was not the man sought and that a mistake had been made.
Nathaniel Thayer Boston capitalist and banker has shown improvement after illness at 22 Fairfield Street near Commonwealth Avenue. Doctor William Richardson says his condition is not dangerous and unlikely to be fatal. His daughter Countess Moltke has canceled social engagements in Washington and travels to Boston to be with him as he suffers a general nervous breakdown.

Mrs. Eliza Dix Upham aged 102, one of Brookline’s oldest residents, died at her home 78 Cypress Street. Born in Weston, she was daughter of Phineas Upham and his wife.
