Arrest in Goebel Murder Case Signals Wider Enquiry

W H Coulton colored a clerk in the State Auditor’s office was jailed in Frankfort charged with complicity in the Goebel governor murder. Warrants also name Caleb Powers and Captain John W Davis as accessories. Ex Secretary Charles Finley and John T Powers face sworn warrants sent to Whitley county. Witnesses testified shots came from Powers’s office direction.

Lieut Gilmore Arrives Aboard Naval Hospital Ship Solace

The naval hospital ship Solace arrived in San Francisco from Manila carrying 83 officers and 173 seamen. Lieutenant J C Gilmore, captured with fourteen Yorktown sailors by insurgents on April 12 1898 and held until January, was aboard as a passenger.

Hon E J Phelps, famed orator, lawyer and diplomat, dies in New Haven. The veteran figure’s passing ends a storied career in public law and service.

Phelps Former Minister to England Dies in New Haven

The Hon. B J Phelps former minister to England under Cleveland died at his New Haven home after about two months of illness from pneumonia. He refused knee breeches and had a notable career as counsel, with survivors including wife, son Charles Phelps of Boston and daughter Mrs Horatio Loomis of New York. Funeral at Battell Chapel Sunday at 3 pm with burial in Burlington Vermont.

Phelps a Noted Vermont Figure and Diplomat

Vermont native Baward J Phelps born July 11 1822 in Middlebury graduated from Middlebury College and Yale Law School built a varied career. He served as second comptroller of the U S Treasury in 1863 a Vermont constitutional delegate in 1870 and a Democratic gubernatorial candidate in 1889 later becoming minister plenipotentiary to Britain under President Cleveland. He wore formal American dress at court popular with Queen Victoria and helped ease US women’s presentation at court. He aided extradition treaty work with London.

Hart Seeks Higher Boston Tax Rate After Secret Meeting

Mayor Hart met twelve Republican legislators at the University Club to discuss raising Boston’s tax limit from nine to twelve dollars.
