Worcester 47th Regiment Camps in City Filling Fast
The 47th regiment under Col Bartlett is in camp in Worcester with seven companies mustered. Capt Prescott has a company ready for muster, Lieut Ward near completion, and a nucleus for a tenth company. Worcester quota under the 500000 men call is full with a forty man surplus. Quotas are filled in Southboro, Upton, Charlton, Spencer, Oxford, Dudley and most southwest county towns except Southbridge.

General Gillmore issues an order under the 1863 Presidential Proclamation, sending Major John Hay to Fernandina and other Florida points to offer oath of allegiance and issue certificates. Fugitive Florida citizens in this department may sign at Hilton Head to receive proclamation benefits.
