Building Labor Pay Debate Highlights Liberty and Hours
A 1587 statement by William H. Swarp of the Master Builders' Association discusses paying for hours worked rather than for mere presence. It notes 22 cents per hour, about 198 dollars per week for five days, and states that Saturdays with one hour less yielded 1.76 dollars less pay. The text defends employer and worker liberty in contracts and warns against strikes driven by union membership, stressing managerial autonomy amid rising profit pressure.
