Using 1880 census and 1888 voter data it estimates Johnstown region population at about 21,015 within corporate limits and a wider area near 15,000 exposed to flood. It cites 13,000 Johnstown survivors registered and about 1,200 bodies recovered, with total deaths likely under 5,000.
