Board finds Captain Berry negligent in fog collision
The board charges Captain Berry with carelessness for not forcing his wireless operator to determine nearby vessels. Etheridge, the Monroe’s wireless operator, could not cite any aid he provided to aiding safe navigation in fog. Officials note two miles is too far for timely position exchange and dead reckoning limits accuracy. Etheridge also said wireless operators are underpaid and easy license access fuels issues. Other witnesses offered corroboration but few new details.
