State Minor Wards and the Work of Auxiliary Visitors

The quarterly meeting of the auxiliary visitors of the State board of lunacy and charity at the State House featured Rev. Phillips Brooks. Volunteers, about ninety strong from every county, supervise 290 girls from the industrial and primary schools, guiding placements, wages, and long term probation to reclaim dependent and delinquent youths. Brooks urged humane, individual care over rigid institutions, arguing restoration lies in soft human touch and community support rather than confinement.

Boston Freight Rebates Stir Debate Across Nation

The interstate commerce commission allowed Boston Chamber of Commerce to withdraw its petition opposing freight rebates on goods from the West to Boston for export. Boston critics call it weak and biased toward New York, citing higher Boston rates and only partial retroactive effects, while supporters say the ruling aids Boston importers and exporters by preserving return freight incentives and Liverpool-Boston steamship trade.
