Portland Maine February 16. Fishermen interviewed today express pleasure with the negotiations led by Bayard and aides and approve the treaty as long as fish are not placed on the free list. They anticipate ratification by the United States and England with Canada likely to approve or oppose.
Ottawa reports that Canada views the recent fishery commission talks as a loss. Officials say the agreement resumes the three mile limit protection in spring while Canada abandons headland rights and rail shipment duties. Prominent officials call free fish entry into the United States a minimal concession.
The Daily News calls the pact one sided and fragile yet possibly best possible if Canada accepts it. The Post congratulates commissioners led by Mr Chamberlain on finishing a difficult task. In New York on February 16 the boy pianist Josef Hofmann visited Mayor Hewitt at his residence after a formal examination about public concerts. Hofmann, accompanied by his parents and manager, mingled with 250 guests while Hewitt led him to the workshop to show his interest in instruments and tools.

Second Lieutenant Robert G Proctor of Fifth Artillery granted two months extra leave. Captain Joseph Hale Third Infantry granted two months extra leave. First Lieutenant Cassius E Gillette Engineer Corps granted one month extra leave. Captain Charles Shaler Ord department ordered from Watervliet to Sandy Hook for siege gun tests. Captain Edmund Rice Fifth Infantry granted three months leave. Second Lieutenant Edward O C Ord Twenty second Infantry granted six months leave.
North Adams February 16 A year after taking charge of the local Methodist Church Rev S M Williams from Cambridge N Y arrived with his family and an elderly woman Mrs Mary J Mooney who died aged 73. She left Williams sixty thousand dollars unconditionally plus fifteen thousand dollars given to him before her death. He is now building a block in Troy with part of the funds and she left him a large farm in central New York and ten thousand dollars in cash.
Despatch reports new alibi questions for Stain and Cromwell in the Dexter Bank murder case of cashier Barron. J Herbert Baker, longtime engine company clerk, found Feb 22 1878 meeting records at Stain's house showing Stain present the murder date. Baker will present the records if indited, promising sensational evidence before the trial.
New York judge denied motions for separate trials by Rollin M. Squire and Maurice B. Flynn. Pleas withdraw and demurs were granted. Argument set for Monday.
