Washington February 16 Sir Edward Grey's rejoinder to Secretary Knox's note on the Panama canal tolls question is essentially finished and its substance is expected to reach Washington this week.
The note does not settle the dispute nor assure acceptance of the American proposal to exchange ratifications of the general arbitration treaty.
