The German government announced that American relief workers must leave within a short period as the Americans withdraw their personnel. Relief efforts will continue under the supervision of neutral parties and other agencies.
The United States says it will not discuss German submarine warfare unless Berlin renews its pledge to conform to international law and act accordingly. Officials emphasize continued insistence on guarded, lawful maritime conduct and clear German compliance.
Formal notification from Switzerland acting for Germany informed the U S State Department that 72 American sailors on the prize ship Yarrowdale are re detained in Germany. The note also sought the status of crews aboard German war bound ships in American harbors.
The United States rejects Germanys offer to discuss differences while its submarine campaign continues. Secretary Lansing says no discussion unless Germany renews May Sussex assurances and acts on them. The State Department released the reply and Ritter memorandum prepared after the oral German proposal.
The State Department reports a Swiss minister suggested Germany would negotiate with the United States if the commercial blockade against England remained intact. Secretary Lansing notes the idea was presented last Saturday afternoon and conveyed to the State Department. Continued on Page 4-Fifth Column.
A bitter northwest wind kept temperatures near zero all day, with a high of only 12 degrees. The harbor froze for the first time in 30 years, marking a record low maximum and tying the coldest mean temperature of 1917.
Mayor Curley blocked the City Council from discussing fire safety at the Hotel Lenox. He refused to talk while the issue is under district attorney investigation, entering briefly and then departing the committee room in a sharp display of displeasure.
A head on collision of fire apparatus at C and Silver streets South Boston injures four firemen. One man Alexander F. Mitchell is believed fatally injured and three others are seriously hurt as Engine 1 responds to Box 72 alarm.

The American Commission for Relief in Belgium informed German authorities that Americans will withdraw from relief work in Belgium and northern France in response to a German order. Most representatives will depart Brussels except a small group led by Brand Whitlock.
Germany will keep the Yarrowdale prisoners until it receives definite assurances that German crews in American harbors will not be held. The move surprised American officials who noted Washington had promised not to seize German ships. A cable query was sent to Hawaii, with officials seeking the status of the two war vessels and eight merchantmen there. A report from the Philippines has been included in prior German statements. The release of the prisoners is expected, with an urgent protest to follow if they are imprisoned again. The Yarrowdale arrived Dec 31 but was not reported until Jan 19 for military reasons.
Yesterday a British steamer Netherlee 4227 tons and Lycia 2715 tons were sunk along with Voltaire 409 and Olivia 242 tons. Greek steamer Aghios Spyridon 768 tons also fell. Total 8361 tons. Cumulative ships sunk since Feb 1 and their tonnage are listed.
Washington February 12. Dr George Barthelme long time Cologne Gazette correspondent will sail home with von Bernstorff aboard the Frederik VIII. Officials told him safe conduct could be obtained and that he has been barred from the State War and Navy building. Barthelme is said to have engaged in objectionable propaganda for some time, especially after Germany broke with the United States.
Councillor Hagan urged tracking all wage raises for city staff from 1200 to 2000 while elevating laborers, janitors, elevator men, and watchmen from 250 to 3 per day. He called the 1200 to 2000 group the better paid class and warned 1917 budget gaps could hit household basics. The council voted unanimously to have the mayor provision the raise.
