House inquiry finds four members vacated seats for army commissions

The judiciary committee concluded Major General Wheeler of Alabama Colonel James R. Campbell of Illinois Colonel David G. Colson of Kentucky and Major Edward K. Robbins of Pennsylvania had forfeited seats by accepting army commissions. It also found no civil commission members vacated their seats.
