Secretary Baker proposed it but opposition from Provost Marshal General Crowder led Baker to withhold pressing the amendment. Grain shipments to Austria inadequate says Austrian minister
Austria relies on Hungary and Romania for grain, says Herr Hoefer in Neue Wiener Tageblatt. Since last August only 150000 tons of wheat arrived from Romania, Hungarian shipments are insufficient, and beer production would have halted without supplying troops and heavy laborers. Beer now uses substitutes like ezirok seed.
