Cloture Debate Splits Senate Over Free Coinage
Washington December 28 The Senate debate over the cloture rule intensifies as Western Republicans push for a free coinage bill while Eastern factions resist. Senator Edmunds emerges as a leading advocate for the measure, arguing it enables orderly action after reasonable debate and preserves individual speech. The dispute centers on whether cloture would hasten or stall appropriation bills and whether a previous question should terminate discussion.

Taussig Discusses Theory of Railroad Rates at AEA
Harvard economist Prof. F W Taussig read a paper to the American Economic Association on a contribution to railroad rate theory. He argued most costs are joint rather than per traffic, explaining apparent discriminations by inherent transport conditions, not monopoly. The association's secretary reported 635 members and subscribers, noting cross-continental influence and prizes to stimulate economic debate.
