Tribunal Suggests Grace Payment in Adams Case
The American and British claims tribunal recommended an act of grace to Jesse Lewis of Gloucester after the American fishing schooner David J. Adams was seized in Canadian waters on May 6, 1886 and forfeited to Britain. The tribunal found the owner not entitled to the $8,087 claimed, but urged the governments to compensate him for lost livelihood. Evidence showed the schooner entered Annapolis Basin to buy bait in contravention of the 1811 treaty on fishing rights.
