McCall Attacks the Philippine Policy in Army Bill Debate
Washington Dec 5 The House devoted two hours of general debate to the army reorganization bill with Army General Miles among spectators. McCall of Massachusetts criticized the Philippines policy, the standing army size, and the lack of limits on executive power. He urged a temporary force and immediate assurances of self government for the Philippines. The day closed amid party maneuvering and talk of shifting to the oleomargarine bill.
