Importing Rags Report Shows Regulation Harmful to Boston Trade
The health committee urged against the June 1 1835 regulation charging five dollars per ton for rag disinfection. It found the rule drove imports to New York, reduced Boston steamship sailings, hurt rail shipments, and forced Boston importers to seek other ports. Evidence questioned disinfection efficacy and warned of unnecessary foreign rags disinfection. It urged that if disinfection is needed it be done by city agents and favored domestic rags as main concern. The committee also noted aTreasury order from 1884 to 1885 on rag disinfection was rescinded, and many foreign rags entered without proper process. It cited Massachusetts as a leading paper maker with 40 percent of U.S. rag use and urged adoption of sanitarian recommendations that treatment of rags from non infected parts is unnecessary.
