After preliminaries the caucus without dissenting vote backed an amendment to place paper based on agricultural products on the same basis as commercial paper for banking purposes.

A 99 day maturity for notes and bills admitted to discount under the amendment ends the major controversy. The measure allows federal reserve banks to discount agricultural industrial and commercial paper while excluding stock and bond trading.
