French general Mangin leads a 15 mile front assault driving deep into German positions. Village after village falls as French troops reach a position to outflank Noyon. First day prisoners reveal unexpected German surprise and the strength of the new French blow.
Washington reports both Senate and House will start consideration of the manpower bill to extend the draft age to 18 and 45 years. Senate debate planned Thursday while House committee closed hearings and virtually completed the measure on Thursday.
Paris reports French premier Georges Clemenceau believes complete triumph will be won this year by Entente arms and that the war will end before another year passes, based on remarks conveyed through United States Senator J Hamilton Lewis during a lengthy conversation.
Allied forces press German lines from Soissons to Belgium border as French and British push in key sectors. Noyon is flanked by French forces to the south and southeast, with advances along the Aisne Oise Roye Lys sectors and the Artois front signaling a widening breakout under Mangin's offensive.

The Navy Department said a U S steamship rammed and probably sank a submarine around 9 30 p m August 17 near Winter Quarter Shoal off the northern Virginia coast. The captain reported the incident to the navy.
The captain described the submarine as struck on its port bow and brought alongside. Crew hailed in strong German accents claiming friendship, but the captain dismissed them as not friends and continued his course.
In Nantucket on August 20 a New York playwright wife disclosed that a German submarine officer, part of vessels off the American coast, attended a Broadway theatre on August 8. A Lena A crewman said the officer, after boarding Lena A, showed two Broadway seat checks dated August 8. The Lena A was sunk August 10 after nine other fishing boats.
