The president explains to senators that Congress retains final power on obligations of the covenant, insists the moral call supersedes legal form, and argues swift ratification will advance justice and liberty. He urges prompt action to finalize the treaty.
Secrecy surrounds the Boston Policemen's Union election as 20 leaders were chosen from about 150 candidates. Officers and Mayor Curtis announced statements while the vote occurred from noon to 10 pm at Fay Hall with full department participation.
Balloting ended at 10 and dozens of checkers began tallying the heavy vote. By 1 am no results were released and officials promised a public release later. The ballot was kept under tight guard and only union members could enter to observe.
Mexican outlaws elude pursuit after six hour head start as storms hinder the cavalry in the mountain passes. Troops faced heavy weather risk erasing the trail while authorities report an $8500 ransom paid in the incident.
An American airplane returning from a Mexican scouting mission arrived with two bullet holes in its wing after being fired on by three Mexicans. The aviator observer said he fired back with a machine gun and believes he killed one. Cavalry pursues the bandits as Marfa and AAFA area units search the Mexican countryside south of the Rio Grande for the attackers who seized two aviators for a $15,000 ransom.
Militia was sent to Cudahy near Milwaukee after a late strike riot at the Cudahy packing plant. One man was killed eight shot, including one likely mortally, and many injured as deputies and officers were attacked while trying to evacuate workers. Women from the office force were pelted as they tried to leave, sparking the melee.
Fire swept East Helena destroying the business district and about a score of residences in the 2000 population town near Helena. The blaze threatened the American Smelting and Refining Company smelter and reports from Great Falls warned Monarch was also menaced by a forest fire.
A government probe investigates a butter shortage linked to a cache of 4,500,000 pounds of sugar seized. Authorities plan to sell hoarded food while pursuing the economic disruption and fraud allegations.
Federal authorities move to auction millions of pounds of sugar butter cheese salt pork eggs and flour seized from warehouses in the city amid claims of hoarding. If the court sustains the hoarding allegations the public sale will proceed.
Federal officers conducted a sugar raid yesterday acting on information from the Boston police. The operation targeted a suspected illicit sugar distribution ring, with cooperative officials reporting the seizure and ongoing inquiries to identify suspects and locate additional contraband.

President Wilson told the Senate Foreign Relations Committee that the League of Nations covenant imposes no legal obligation to use force in any territory or national independence. He added it may create an absolutely compelling moral obligation in certain circumstances stronger than a legal promise.
In a White House East Room session the President and committee debated the peace framework calling it a "rope of sand" yet asserting it would place nations in comradeship and protection. The public heard through stenographers as he covered key terms and controversial points of the negotiations.

Three men including Thomas H. Conroy James Mulhearn and chauffeur Arthur Neygro faced arraignment in Central Court on a loan dispute that escalated to a claimed armed robbery of Newton McCree who said he owed Neygro a dollar for a tire sale. In court the accusers admitted no revolvers were involved and McCree acknowledged the debt.
