Nearly a thousand pipe layers from the South End march on contractor Thomas Nevins to protest a 10 percent pay cut. They reject $1.80 for nine hours and $2 for ten hours, rallying through Columbus Avenue and Roxbury to Nevins's office, while city officials say the mayor cannot intervene.
