Caucus on free silver signals slow progress in House
The caucus had 60 to 100 in attendance. Judge Culberson of Texas chaired with Sibley of Pennsylvania as secretary and Bowers of California the lone Republican. Populists Jerry Simpson and Kem of Nebraska also attended. Bland described the meeting as satisfactory to free silver backers and outlined a slow, phased path toward a vote on the sixteen to one ratio, potentially moving to seventeen to one or twenty to one. Hoar noted Republican Senators would not act now, Lodge and Hale moves being personal, not binding.
