Boutwell Criticizes Schurmans Chautauqua Address
Boston August 8 1902 George S Boutwell denounces President Schurmans Chautauqua speech as a sharp shift toward imperialism. He argues Schurman endorses US government imposed on Filipinos without independent self rule and treats Congress as anti imperialist body only in form. He asserts the Filipinos have right to self government and independence, and criticizes Schurmans revised stance as contrary to anti imperialist principles.

Slump in grain exports from a coastal port in 1902
The port reports a weak grain shipment week with only two vessels sailing for Liverpool and London carrying 44,000 bushels of wheat. In contrast, the prior year saw multiple ships and 344,430 bushels from the same period. Philadelphia also suffers a sharp decline with far fewer steamers and millions fewer bushels sailed versus 1901.
