Currency Measure Nears Passage After House Panel Fight
Washington Aug 1 Democrats on the House banking and currency committee closed debate on the administration currency bill after five weeks of stormy talks. The measure, with government control of the Federal Reserve Board, was nearly identical to the Glass plan but includes an advisory bankers board and changes to rediscount powers and earnings distribution. The reserve requirement was eased to 60 days for 25 percent reserves, and earnings after 5 percent dividend and 20 percent surplus would fund a sinking fund and member-bank shares. A provision banning interlocking directorates was removed by a seven to five vote.
