In the U S Senate the discussion centers on covenant clauses touching Monroe Doctrine and domestic matters. Party lines shape the debate as lawmakers seek to delineate foreign policy bounds and internal governance. Exemptions are considered to shield specific provisions from immediate application.

A New England campaign to boost Liberty Loan participation begins this morning. Thousands of loan workers led by the New England Liberty Loan committee will tour Boston with the "Flying Circus" at noon. Six bluejackets from the U S S Kentucky, flagship of the navy, will accompany the event through the streets.
All business telephone rates rise by 50 cents per month and residential rates by 25 cents. Unlimited business phones are abolished, replaced by measured service. Two party flat rate business service in suburbs is discontinued.

General Manager William R. Driver Jr announces that excess measured service calls will cost one cent more and that subscribers across New England Telephone will see increases starting May 1. Summer plans require seven months of payment and mileage rate adjustments accompany broader price hikes affecting most customers and some service discontinuations.
An unpublished annex to the covenant is disclosed naming 31 states including self-governing British dominions to be part of the arrangement. The document clarifies who is covered and the scope of the agreement as read with the covenant.

On April 27 in Warwick Rhode Island Peter C. Maloney and his wife Alice were struck and killed by Boston New York passenger train No 21 while trapped on a trestle south of Appenaug station at 4 PM. The woman's body was hurled 25 feet below into a road and her husband hung from the bridge by his clothing. A daughter Mary, living with Maloney's father in Rutland Vermont, survives.
John Ball husband of Mary R Ball, once linked to a notorious 1908 murder case, was found unconscious in his Hotel Shepley room with an open gas jet. He was rushed to Brockton Hospital in dangerous condition as friends say his despondency follows his wife’s sensational trial.
Rockaway New York April 27 The NC-3 seaplane completed a successful trial at the Naval air station and may depart for Newfoundland at any time for the first leg of its transatlantic flight as announced by Commander John E Towers in charge of plans for the mission.
Commander Towers praised the NC-3 after two satisfactory test flights and said a big transoceanic hop could occur here only once the NC-4 and NC-1 are ready. Mechanics rushed the remaining two planes as crews urged haste to claim credit for the first air crossing attempt.
New England’s first WWI contribution, the 14th Engineers, volunteered 22 months ago and sailed for France on July 27, 1917. They arrived in Boston yesterday aboard the transport Dakotan, most being New England railroad men from companies including NYNH&H, B&M, B&A, Boston & Albany, Revere Beach & Lynn, Maine Central, and Bangor & Aroostook.
