El Paso fears a Villa backed attack as Vera Cruz artillery shells resume. Carranza demands U S forces depart and warns of war if lines on the border are not respected. Casualties and injuries mount as fighting continues in the region.
Mexico City April 23 Huerta after long cabinet session presented passports to United States Charge d Affaires O Shaughnessy. The move accompanies recall of the Mexican charge in Washington and signals a de facto war posture against the United States. Huerta vows general amnesty and calls all Mexicans to defend against invasion.
President faces Carranza threat prompting a rapid conference at the War Department with Army chiefs to discuss defense and response. Military leaders briefed on security measures and possible actions as tensions rise.
Thirteen Americans killed and fifty wounded in two days of port fighting at Veracruz including two officers. Around 150 Mexican dead with over 100 wounded. Fifty more sailors and marines wounded. About 600 prisoners taken and guarded aboard vessels or in jails. Veracruz under American control after a day of heavy marine and bluejackets operations. Continued on Page 11 Third Col.

Vera Cruz April 22 twelve Americans killed and about 50 wounded marked the complete investment of Vera Cruz at noon today by United States forces. Rear Admiral Frank F. Fletcher has headquarters at the Terminal Hotel and commands land operations while the city is patrolled and quiet tonight.
General Carranza's message to President Wilson was received at the State Department. Secretary Garrison and Breckenridge of the War Department conferred. Major-General Wotherspoon, new Army chief of staff, joined, and President Wilson was awakened to discuss. No orders to seize Tampico were issued. the army remains ready to move if directed.
