Definite plans for occupying the Mexican port of Vera Cruz were prepared by American naval officers in Mexican waters, and likely executed yesterday as armed forces entered the city. The preparations dated back at least a month and a half.
A North Atlantic fleet officer described coordinated plans to land marines at Porfirio Diaz dock and advance through railroad yards to the roundhouse, with squads at cross streets and shores sweeping inland routes. Shelling would target the city, round house area, oil tanks, and customs offices as battleships and gunboats engage from shore and harbor. It was unclear how closely these plans matched last night’s despatches.
