President declares that unless Germany yields at once diplomatic relations will be severed and submarine commanders have violated laws of humanity in defiance of Kaiser's promises. Washington hopes Germany may surrender soon after listing outrages and warning of consequences.
Washington reports the Lansing note to Berlin claims full US evidence proves Germany's culpability in the Sussex disaster. The grounded text recalls the March 24 1916 attack on the unarmed passenger steamer Sussex, with 80 noncombatants killed or wounded, including American citizens.
United States Attorney H Snowden Marshall said Wolfe von Igel will not be released and only part of seized documents will be returned to the German embassy. The case centers on allegations of involvement in a plot to destroy the Welland canal linked to a former secretary of Captain Franz von Papen, now described as a German embassy attache.
Mr Marshall states the arrest is legally settled for his office and notes the protest by the German ambassador to the Secretary of State. Lansing sent the matter to the Attorney General to determine if von Igel belonged to the ambassador's staff on the crime date. Omaha Neb April 19 Henry Ford of Detroit won the Nebraska delegation to the Republican national convention in yesterday's primaries over Cummins Hughes and Estabrook. Bryan forces were defeated with Iliam J Bryan and C W Bryan losing contests for national committeeman and governor. Early returns show Bryan sixth for delegates at large with four to be chosen.
Interstate Commerce Commission and Rhode Island Public Utilities Commission will open a joint inquiry at the State House tomorrow afternoon into the rear end collision of trains on the New York New Haven Hartford line at Bradford last Tuesday night. Five persons were killed in the wreck.
