Allied front lines hold as Teuton forces press and counterattacks erupt along the southern sector. Both sides report local gains at various points while fighting remains fierce and stalemated in the ongoing engagement.
Officials at the State House express confidence that Massachusetts will become the 11th state to ratify the federal prohibition amendment today. The Senate plans action on the ratification resolution, with a canvass showing about 20 of 40 members pledged and four leaning in its favor. Continued on Page 7-Fifth Column.
Food Administrator Henry B Endicott urged every hotel restaurant club and housewife to remove all wheat from menus until the new harvest. He called for a complete cut to 100 percent rather than partial reductions to ease supply.
American forces are to fight alongside French and British troops in northern France as Allies prepare a major offensive in Picardy. Reports from Paris say 100000 American troops are being rushed to the Montdidier-Noyon sector to join French efforts and aid the anticipated counterattack against German lines.
Moscow dispatch reports a Russo Romanian treaty requiring Rumania to evacuate the Danube mouth area and withdraw from Bessarabia within two months. Russian troops will occupy evacuated areas, with a Romanian detachment of 10,000 men allowed afterward to guard railroad stations.
Four civilians died and several soldiers were wounded in Quebec during clashes between anti conscriptionists and troops. About a hundred rioters were arrested after the nightlong fighting from 8:30 to midnight, with gunfire exchanged from doorways and snow banks as the army replied with machine guns amid a thick fog.
The Associated Press reports soldiers in France moving by road under muddy conditions as Americans press toward the front. Troop movements and destinations are not disclosed for security, with double-file marching common on the congested routes.
In 1915 German submarines sank the British steamer Southport along with three trawlers and a Norwegian bark. A year earlier President Wilson urged Congress to declare acts of Germany a state of war. The American steamer Aztec was sunk without warning by a submarine off the French coast.
Forecasts for Boston and vicinity show Tuesday generally fair with Wednesday unsettled and colder. In northern New England, showers are possible Tuesday and Wednesday with partly cloudy and colder conditions, while southern New England remains fair Tuesday and unsettled and colder on Wednesday.
