Richmond March 10. The senate committee on public institutions and education reported the McCue Moore DeJarnette bill to create a state aided sick leave plan for public school teachers. Five days annual sick leave with accumulation to 20 days and full pay for personal sickness quarantine pregnancy or family illness. Localities meeting or exceeding the plan would get state reimbursement up to half the cost of substitute teachers. Also reported were House bill 279 to allow the state hospital board to use interest from fiduciary funds for a patients amusement fund and Senate joint resolution 38 to study mental institutions mental hygiene clinics and field services.

Logan West Virginia March 10 sheriff reports Harold Browning Jr eight pieveling with his 13 year old sister missed a bridge in dense fog and drowned. The fatality followed two days after Willard Privett of Peach Creek drowned after toppling from a boat into the Guyandotte river.

Police Powers Bill Killed In Senate
Richmond Virginia March 10 The Moncure house bill to permit special officers or special county police in uniform with badges to make arrests without warrants was killed today by the senate committee on courts of justice. The vote was six to four. The Stafford delegate's bill would have allowed arrests by such officers at the scene upon reasonable grounds from personal investigation. It would also let company policemen arrest without warrants persons charged with crime upon receipt of a telegram or radio teletype message from an officer authorized to make arrests.
