Reagan Bill Seeks Full U S Disinvestment From South Africa
The House measure, approved as a Dellums substitute, would force all U S companies to withdraw from South Africa within 180 days and impose a total trade embargo. It would halt all imports and exports, risking 85 000 South African jobs and drawing criticism from national security adviser Poindexter who warned it could undermine diplomacy.

Senate approves Moynihan amendment on AP tax rules
By voice vote the Senate backed an amendment from Sen. Moynihan allowing the AP to consolidate gains and losses for income tax purposes. Aide Paul Browne said Reuters can do the same. The Joint Committee on Taxation estimates a revenue loss under $5 million over five years, AP treasurer James Tomlinson says the change is not a tax break but parity with other news organizations.

Judges and magistrates named in Mercer jail housing dispute
Chief Circuit Judge John R. Frazier Judge William O. Bivens Jr and magistrates Katherine Williams Harold Buckner Michael Flanagan Luther H Byrd plus all magistrates in Mercer County face contempt claims over jail housing rules. Flanagan has been on sick leave since 1985 and visiting magistrates cover duties. Copenhaver ordered inmates be placed in individual cells amid a class action. The jail’s population cap and state orders trigger broader respondents including the governor and corrections commissioner. King calls the suit misdirected.
