Saco Ward 3 recount crowns Foss by one vote

Republican Stephen Foss edged Democrat Van Psomiades by one vote in Ward 3, Saco after a recount. Initial tallies had Foss up 216 to 215, with 16 of 42 disputed ballots per side accepted.
