AP analysis notes U S influence rises among Arabs despite backing Israel. Moscow faces strategic constraints as Arabs resist Soviet leverage, fearing Western led development and detente costs. Brezhnev seeks detente but risks surrendering leverage in the Middle East.
A regional analyst warned that lifting the oil embargo prematurely could allow the United States to undermine efforts to resolve the Middle East crisis. The commentary argued Moscow had long told Arabs punitive measures against the U S as a tactic to pressure rivals.
In Vienna Arab oil nations led by Saudi Arabia, Algeria, Kuwait and others voted to resume shipments to the United States, ending a five month embargo. Libya and Syria abstained, while tanker loads are expected to begin in about two months, with Algeria to reach the U.S. sooner.
The town council approved retaining C. Jackson Barstow as consultant and Augusta representative for six months at 50 dollars monthly. He will devote at least one day per month to duties and represent the town during the trial period.
Barstow an Old Orchard Beach resident active in Augusta offered to seek state and federal funds for the town and intercede with agencies. After discussion a six month trial was approved at a reduced scope, to be reevaluated later. The council also moved to replace a sewer line, rejected a partial payment offer from a property owner, accepted a mobile home bid, and approved funds to develop part of Milliken Street into a pay parking lot with a future recreation site planned.

At a special Saco City Council meeting, members voted to purchase two 60 inch culverts from Augusta Tank and Culvert Co. to support a proposed dump site plan by E. C. Jordan.
