The Senate voted to limit debate on the civil rights bill, with 71 to 29 to invoke cloture, setting the stage for possible passage before next week. The House had passed the measure 290 to 130 on Feb 10, amid a long Senate filibuster by Southern opponents.
President Johnson announced a breakthrough in producing power from large-scale nuclear reactors at Holy Cross College in Worcester Massachusetts. He said the knowledge would be shared globally as the United States leads in reactor technology and dedicates 1965 to scientific progress and international cooperation. Police estimate 150000 people welcomed the president during a handshaking tour in Worcester.
In Geneva AP says President Johnson orders Undersecretary George W Ball to fly to Athens to warn Athens of the serious view the United States takes on the Cyprus crisis. Ball may also meet Turkish leaders in Ankara before returning to Washington Thursday to brief the President. Makarios decries Turkish threats and calls for an urgent U.N. Security Council meeting to denounce Ankara. Foreign Minister Kyprianou plans talks with Council President Arsenepcoene to coordinate the session.
Sen. Barry Goldwater, nearing the Republican presidential nomination, targets four Eastern GOP leaders as potential running mates. A GOP governors conference ends with Goldwater advancing toward the nomination, while civil rights tensions rise in St. Augustine and a major flood threatens Great Falls, Montana. The Senate weighs ending a record filibuster on civil rights, and the Johnson family reports wealth over nine million dollars, not the richest White House tenure.
Flood waters chased homes in Great Falls and surrounding areas as a three day deluge caused deaths and made hundreds homeless. Gov. Tim Babcock placed damage at 10 million dollars, while President Johnson designated seven northwestern counties as a disaster area. Air Force and National Guard rescue teams evacuated 2 000 to 3 000 people, with about 1 300 moved from areas west of Great Falls. The Sun River rose 11 feet over flood stage, the 14th Street bridge withstood torrents, and a natural gas line burst under Sixth Street. Malmstrom AFB supported helicopters and rescue craft from a regional HQ. Continued on Page Eight.

Senator Barry Goldwater hints at four Eastern GOP leaders as potential vice presidents as he pursues the Republican nomination. Names include Governor William Scranton, Senator Thruston Morton, Representative William Miller, and Governor James Rhodes. An aide says Goldwater seeks a balanced ticket with an East Coast moderate.
