Due to severe state funds strain ten county normal boards vote to discontinue county normal training. The move follows pressure to reduce teachers' salaries and schools face reduced state aid, with ~65 percent of local funds remaining and a minimum wage standard proposed.
State boards of education publish annual reports showing financial condition and expenditures to inform the public. The Department of Public Instruction requires these reports be published comprehensively to ensure transparency and support for keeping schools open.
