Fulbright on Viet Nam says talks possible if hold succeeds

Senator J W Fulbright urged that if the Viet Cong offensive is contained the Communists may seek negotiations after the fall monsoon. He, as chair of the Senate Foreign Relations Committee, said the U S must prove it cannot be driven out by force and offer a reasonable alternative to military victory. Fulbright met with President Johnson and praised his patience while warning a full U S military victory would be costly. He noted the brief North Viet Nam air strike lull had no response from Hanoi and that a second pause had not been ruled out, with no advance notice to the public.
