Washington (UPI) The Labor Department study of nearly 10 million unemployed in 1961 finds most are not lazy. They tended to be men aged 20 to 64, with less schooling, in lower paid jobs, averaging 275 dollars in unemployment benefits. Many tapped savings or borrowed 300 plus to cover living costs. 55 percent were family heads.
