Segregation Setback Sales Tax Hike Fails For New Orleans Schools
In Baton Rouge a three judge federal panel considered pressing for a new House vote on a controversial sales tax hike to aid segregated schools. The move aimed to fund private school aid while tensions over desegregation simmered in New Orleans with Frantz and McDonogh No. 19 schools under federal court orders.

Gold Flow Not Quite Estimate
The government said the U.S. balance of payments deficit for July to September was not as large as earlier estimated. The third quarter deficit ran at an annual rate of 4.1 billion dollars, down from 4.3 billion. The rise from the second quarter reflects heavy American capital outflow to Europe for higher short term interest rates, plus foreign selling of U.S. stocks after July to August buying.
