Study warns tax modernization needed for unemployment risks
A Fordham University study by Rev William T Hogan S J and Frank T Koelble argues current depreciation policy threatens jobs. It claims nearly one third of production plant and equipment is obsolete and at least 60 billion more is needed by 1970 plus 96 billion to modernize now. The authors urge liberal depreciation allowances to stimulate investment and note foreign depreciation advantages. They warn unemployment could rise to record postwar highs if reforms and modernization do not proceed, with 1.35 million new workers entering the labor force annually.
