Bonn to aid Saigon on refugees and propaganda
West Germany will help South Viet Nam tackle refugee and propaganda challenges using techniques from absorbing 10 million refugees since 1945. Dr Phan Van Thinh negotiated the aid. Bonn will assist about 700,000 internal refugees as Saigon stabilizes, hoping for a larger future flow.
